Water systems in empty or little-used buildings need a suitable plan before they are brought back into regular use. Landlords and duty holders are legally required to assess and control Legionella risk, following HSE’s Approved Code of Practice (L8).
Match the work to the building and its water system
Stagnant water and reduced water use can increase hygiene risks. An assessment considers the system, how it has been managed during vacancy and the intended date of reoccupation. Sampling is arranged when the assessment or control plan calls for it; routine laboratory testing is not required for every domestic property.

A laboratory result is one part of water hygiene management and does not replace an appropriate risk assessment or ongoing controls. Risk assessments should be carried out by a competent assessor in line with BS 8580-1.
