Client Overview:
SafeSite Facilities was appointed to provide a robust full perimeter scaffolding solution with integrated Timber Hoarding for a client undertaking development works in Winchester. Given the site’s location on a busy pedestrian road, it was critical to ensure safety, compliance, and minimal disruption to the public.
Project Scope:
The clients brief required full perimeter scaffolding with securely integrated timber hoarding and compliant emergency access points. The installation needed to support both public interface and site operations without encroaching on pavement clearance.
Challenges:
High Footfall & Limited Clearance:
High pedestrian traffic and narrow pavement widths meant traditional hoarding methods (i.e. Dug-In or Ground-fixed barriers) were not feasible. This had to be secured to the scaffolding structure.
Emergency Egress Compliance:
The client required multiple emergency access doors integrated within the hoarding, designed to meet fire and safety regulations while allowing outward-only opening.
Fixing Limitations:
Proximity to existing walls and scaffold movement ruled out through-bolting or shot-fired fixings, demanding a non-intrusive but highly secure alternative.
Pre-installation Finishing:
Due to constant foot traffic, all timber boards had to be fully painted prior to site delivery to avoid on-site mess and disruption.
Solution:
SafeSite Facilities engineered a hoarding system using 18mm exterior-grade plywood panels framed in 100x50mm C24 timber. Instead of traditional fixing methods, the panels were secured using oyster clamps (half couplers with backing plates), enabling a fast, non-invasive, and adjustable connection to scaffold transoms.

The full perimeter scaffolding with integrated hoarding provided a durable, compliant, and space-efficient solution for a tight city-centre footprint. By avoiding ground-level fixings and adopting oyster clamp technology, SafeSite ensured a secure and flexible installation with minimal disruption to public areas.
